Every policy proposal is a prediction about how the future will transpire. That framing alone should change how strategy gets debated. The research here shows that prediction skills can be trained, that structured methods outperform intuition, and that even the best forecasts often get ignored. The gap isn't just in prediction quality. It's in building forecasting into the policy process rather than treating it as a separate exercise.

Very interesting and extensive discussion. I really appreciate it.

Would be useful to go an additional step on discuss/consider both cost and other operational concerns in puruing prediction and/or foresight. If you were a small. non-profit leader with $100,000 to spend, what would you do? How would you approach it?

But, mostly just want to say this is great.
